The latest in the Official Gazette sets the tone for the breadth of the program, with various competitive sports, navigable uses, a museum, art, culture, plant and animal research, and other types of recreation. The most favored, although there will be a total opening, are the neighboring cities of Atenco, Texcoco, Chimalhuacán, Nezahualcóyotl and others nearby, and of course the capital of the country.
